Seriously, this division sucks. Aside from the Bucs two straight wins there is really nothing good to say that I can think of.

maybe there is just so much parity in the NFC in general that an 8-8 team will get a bye?

I have no clue what is up with this division. I understand Atlanta's problems and they are not far away from competing. Carolina does not look like their too far from competing either. TB still needs some help but they are taking everyone by surprise this year and should win the division. The Saints couldn't handle success and are back to being the 'Aints. Figures.

I'm as surprised as most and really do not know what is going on with that organisation. The defense in NO has recently been quite erratic and that has not changed this season but it is their offense which is really letting them down. The injury to Deuce only compounds the problem. Going into week 3 I believed they had a legitimate shot at reigniting their season but after losing to the Titans I'm not so sure any more.
The Falcons on the other hand have been suffering problems everybody expected so it is no surprise to see them at 0-3. They need at least another season to get back on track which I am sure they will be able to do.
The Panthers and Buc's look like they will duel it out all year. Both have above average defense's which are quite similar in nature and in value. This division could very well be won on the offensive side of the ball and both Delhomme and Garcia will need to perform consistently if either team are to take out the division.
