Not necessarily... cancer is a type of mutation, however not all mutations are cancerous. Cancer is a specific mutation in which the cells multiply continually. Normal cells have a sort of timer that stops them from multiplying after a certain amount of time, thus allowing them to die and be replaced by new cells. Cancerous cells don't have this "timer" and so they continue to multiply without stopping.

Mutation is in fact one of the driving forces in evolution.
