Well...considering that the top DEs are off the board and that the Titans seem to prefer the method of drafting WR in the mid-rounds (see our recent years), I'd probably say either:
CB/S Reggie Smith
Harper's getting older. Pacman won't be back. Smith could play a year at nickleback and maybe start next season. Plus, he'd be insurance if Chris Hope's recovery takes longer than expected. Gives the Titans flexibility and talent in the secondary.

You also probably make an argument for RB Jonathan Stewart (though I don't see the Titans spending a high draft pick on RB in 3 straight years), WR Devin Thomas, or DT Kentwan Balmer...
