Vinny Testaverde didn't live up to #1 pick but he didn't bust. He may have dissapointed but was not a bust, especially on top 15 list.

but leaf was truly godawful in every other start except that one time...and i only remember that 1 time because they replayed it on NFL network

Vinny wasn't a bust. He's one of the few to have passed for like 40000 yards isn't he? That may be because of the fact that he played for like 20 years, but if you play that long and put up that many yards then you aren't a bust.

It is true that Vick's on the field performance does not make him a bust, but his off the field troubles that are ruining his career can begin to put him into bust consideration.

yea vicks definitley a bust. a bust is defined as not living up to potential. and vick had maaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaad potential

Tim Couch is definatly a bust, but the team he took to the playoffs might be considered the worste overall team in playoff history so he did some good things. I think he was only a bust because of injury and the team he played for. There isnt a QB in the NFL that could succeed on those Browns teams.

Jeff George, Vinny Testaverde, Dave Carr, Jim Plunkett, Trent Dilfer, and Tim Couch are all QBS that I think were drafted by bad teams whicvh led to their bust staus

but as you saw with plunkett, testaverde, dilfer, and George...all of them went on to have some success in their careers...
Couch never got that chance...

I'd put either one of those guys above Couch or Testaverde.

For what it's worth, I'd also move Marinovich down the list, since he wasn't drafted as early as Ware or Mirer or some of the others.

I agree to some extent, but I think you also have to consider that he was drafted nine picks ahead of Brett Favre, and even back then, there were plenty of people who felt that Favre was better.

Testaverde lasted for twenty years mostly as a starter, never made the Super Bowl but was on some pretty bad teams early. Anything but a bust. Was Steve Young a bust he messed up in TB? I would add Dave Brown.
