If there is a lockout, will teams sign their draft picks then?

I'm just curious what the incentive would be for a team to sign a draft pick in a lockout year.

Thanks for posting. Maybe I misread it or maybe there is more to it that isn't in the article.

To tell you the truth I'm kinda clueless what will/would happen if there is a lockout, I just hope and pray it doesn't come to that I can't handle a year with out fuzzball.

Well lets just all pray and hope a new CBA gets done. Nobody wants a lockout.

Defining our terms here:

A lockout is only a worst case scenario if the NFLPA & the League can't come to a Collective Bargaining Agreement (CBA).

A players salary cap for 2011 would be p/o that agreement. I don't believ ethere was a cap when the 1st lockout happened in 1987.
