A player with a similar college career to Kenny Tate is Thomas Davis, a safety at Georgia who made the move to linebacker in the NFL. As prospects, how do they compare?

In this pass first league, it might be beneficial to have some smaller and more athletic/faster linebackers.

Well, I don't believe Davis played linebacker at all in college so Tate should have a slightly easier transition due to the added experience of playing there as a senior. However, Davis was much faster and more athletic than Tate. In my opinion I'd put Tate in that Top 100 range, i.e. top three rounds, right now.

Tate has been unspectacular at LB so far this year and there is some speculation he will be moved back to S now that the guy who was playing in his spot is out for the year after surgery

I would love Zach Brown on the Raiders at WLB. Huge upgrade over Quinton Groves, and is the type of prospect that Al would like. He can cover and play the run and is an underrated blitzer as well.
