Obviously this has to do with RG III, but is generally interesting.

What QBs have the season and career records in TD/incompletion? Also, TD/INT?

Josh Johnson at San Diego had 47 TD to 1 INT but obv that isn't division one but very impressive

Kellen Moore had 38 TD and 3 INT his sophmore year for Boise St.

some pretty impressive over 10-1 ratio's this year Griffin 18-1, Russell Wilson 15-1, Andrew Luck 11-1, Seth Dodge 14-1

Nothing on the TD vs incompletions?

Colt McCoy had about a TD for every three incompletions his junior year.

Colt Brennan had a TD for every 2.6 incompletions his junior.

The Colts both led the country is completion percentage those years, and in Brennan's case, he led the country in completion percentage while setting the NCAA record for touchdown passes. So I don't know that 2.6 is the season benchmark, but given the individual season marks it resulted from, I'd have to imagine it's pretty close.

Sam Bradford in 2008 was 3.1, Graham Harrell in '07 was 4.1, Kellen Moore was 3.1 in '10, Tim Tebow was 3.6 his Heisman year, Philip Rivers 3.9 his senior year, and most of these guys led the country is passing efficiency those years. So anything under 4 is really good, when you're closing in on 3 you're playing out of your mind (Colt Brennan the only one I've found so far who was able do sub-3), and right now Griffin III's ratio of incompletions per TD is 1.1. It's absurd.
