Welcome to the 2013 Forum Offseason!

This offseason will consist of a franchise tag period, both restricted and unrestricted free agency, trades, salary cap management, and of course, the 2013 NFL Draft.

The email address which will be used for all correspondence is: forummockmaj@gmail.com

All official team moves, including roster moves, franchise tag designations and free agent offers, must be sent to the above email address. Please do not use private messages, as the inbox holds a limited number of messages.

Please always include the following information as an email's subject for ease of reference:
TEAM NAME - DC USERNAME - SUBJECT

Below, the forum offseason process will be briefly outlined. Please feel free to contact me for clarification or for additional questions not covered below.

THE APPLICATION PROCESS

To apply, simply send an email to me at forummockmaj@gmail.com with the following information:

1. Username:
2. Cell Phone Number: (It will be very difficult to be accepted as a general manager without a cell phone number, as users without cell phones are the primary reason for delays during the draft.)
3. List of teams you would be willing to manage (in order of preference):

I will not be assigning any co-general managers or assistant general managers unless explicitly requested by both parties. Once I have announced general managers, feel free to add co-GMs or assistant GMs.

SALARY CAP MANAGEMENT

Teams will begin with their current salary cap space as defined by the most recent salary cap projections; these figures are listed at the bottom of this post.

Teams which are over the salary cap will be forced to make cuts in order to clear cap space. In order to cut players, send an email to the address listed above with a list of players you would like to cut as well as a link to their Rotoworld page (where their contract details are shown.) All salary cap savings will be determined by Rotoworld for uniformity. I reserve the right to reject an unrealistic cut. Once a player has been cut, he will be added to the list of available free agents.

I will keep track of each move a team makes and how it affects their salary cap situation. Intermittent updates on salary cap situations will be provided as requested.

FRANCHISE TAG DESIGNATIONS/RESTRICTED FREE AGENCY

Before free agency begins, teams may designate franchise players and extend tenders to their restricted free agents. Designating a franchise player will grant him a one-year contract worth the average of the top five salaries at his position. The franchise tag tender amounts are as follows (rounded to one decimal place):

QB: $14.6 million
RB: $8.1 million
WR: $10.4 million
TE: $6.0 million
OL: $9.7 million
DT: $8.3 million
DE: $11.0 million
LB: $9.5 million
CB: $10.7 million
SF: $6.8 million
K/P: $2.9 million

In restricted free agency, you may offer players one of the four tenders listed below. By tendering a player, you are designating which level of compensation you will receive by choosing not to match offers from other teams. However, higher tenders also cost more money. The restricted free agency tender amounts are as follows:

First-round tender: $2.9 million
Second-round tender: $2.0 million
Original round tender: $1.3 million
Right of first refusal tender: $1.3 million

FREE AGENT SIGNING PERIOD

At a set time (to be determined once teams are announced), the free agent signing period will begin. At this point, general managers will no longer be allowed to designate franchise players or make offers to their restricted free agents; these players will enter the free agent pool.

You may remember that a four-tier system was used in last season's forum offseason; this year, the tiers will be replaced with a financial system in which teams will offer a contract which includes the number of years being offered as well as the contract's total value (represented as a whole number.) The average annual value of the contract will be subtracted from a team's available salary cap space. Below is an example of a free agent offer:

QB Joe Flacco: 5 years, $100 million

The team which signs Flacco will be spending $20 million of their available cap space, because $100 million divided by five years equals $20 million. If multiple teams offer contracts with the same total value, the free agent will be assigned to the team which offered fewer years. For example, a bid of four years and $100 million would take precedence over a bid of five years and $100 million because the average annual value is higher. However, the four-year bid would also be more costly to the signing team ($25 million as opposed to $20 million.)

If multiple teams offer a free agent identical contracts (ex. two teams each offer five years and $100 million), I will determine the free agent's destination.

There will be three rounds of free agency: two before the NFL Draft, and one afterwards. When submitting offers, please mention any contingencies; for example, if you would like to extend offers to Mike Wallace and Greg Jennings, but only want to sign one of the players, please specify that and list the players in order of preference. Feel free to submit an updated list of free agents after the first signing period.

The deadline for each round of free agent offers will be announced at the start of the free agent period.

TRADES

Trades will be selectively approved based on realism. I reserve the right to reject all trades which appear either uneven or unrealistic. It will be more difficult to trade star players and starters than reserves. Do not consider a trade approved without consulting me first; all approved trades will be posted in the trade thread. Trading for a player will affect your salary cap situation. No free agents signed may be traded; however, your franchise player may be traded as long as it appears to be an even, realistic trade. Player-for-player trades will almost never be approved; most trades will require at least one draft pick for approval. Future draft picks can be traded. Both parties must send identical trade submissions in order for a trade to be approved.

THE DRAFT

The draft clock will typically run from noon to midnight (Eastern Standard Time) unless otherwise specified; the clock will not run on weekends. Teams will have two hours to make their first-round pick and one hour to make additional picks. No teams will be skipped if their time expires; instead, I will make a selection for them unless their general manager has submitted a big board. I will attempt to contact all general managers when they are on the clock; however, not being contacted is not an excuse for missing a pick. Free agent signings will be suspended from the end of the second wave of free agency until after the draft concludes.

An update on the salary cap situations:

Cap numbers will be based off of John Clayton's January 8th projections, with additional changes made to include transactions which took place between then and now. Players signed to reserve/future contracts will each count for $0.4 million against the cap and can be released to save the same amount. I tried to be generous by listing some additional signings as being worth $0.4 million; for example, Shaun Rogers (NYG.) I'm going to ignore any reserve/future signings made on January 8th, the date of Clayton's projections.

I mostly just researched the cap savings figures from news reports, etc. I'm almost positive they were accurate, and for the most part I rounded down if necessary on cap hits and rounded up on cap savings. Either way, I'm not going to tweak them any further unless additional cuts are made before teams are assigned. Once I announce the teams, no real transactions will be included.

I've been thinking about this. I may end up making it a small amount which applies to every team regardless of draft position, like $4 million or so. Another option I was considering was requiring each team to save at least enough money to cover their first-round pick according to the draft scale; I could take the required money out of each team's cap in advance in order to simplify things.

Teams should be announced in an hour or so, only two more openings left! A majority of the users from last forum mock are returning, but some have new teams, and there are a few forum veterans joining in, as well as a couple of newcomers. Looks like a good group.

I had the Lions in mind when I asked that. Neither Jason Hanson or Jeff Backus are free agents, but both are considering retirement.

Drew Brees signed the same 5 year-100 million dollar contract this past off-season. His cap figures over the next 3 years are as follows:

We need to come up with a better way of dealing with the Flacco contract situation because there's a 0% chance his cap number in 2013 will be 20 million. It's just not realistic.

I guess not. I have only a vague understanding of how compensatory picks work, so I just found someone else's projections who was apparently successful last season by mirroring AdamJT13's and went with those.

I understand where your coming from and I know it's easier to streamline things but it's kinda of special circumstances when we got a guy who we know is going to be the highest paid player in NFL history up in free agency.

Just a heads-up, I'm going to be putting each position on its own sheet in the free agency spreadsheet. You can switch sheets by using the tabs at the bottom of the screen. There should be one for each position fairly soon. Players who have been released as cap casualties will have a white background color for easier identification.

P.S. please don't send me free agent offers until after I give the green light (probably some time on Friday.) I'd like to make a few offers, but I wanted to send mine to a third party before accepting other offers just to avoid the issue of knowing what other people will be bidding.

Yes, they're due Friday as well. I'm going with $0.5 million for ERFAs. I think they actually make $0.54 but I'm rounding to one decimal point for free agents.

I am also open to talking about possible draft day trades with people if they would like. I know we are a long way off from that but I have nothing going on the rest of the night. I'm the Bills GM and we obviously currently hold the 8th pick. If so, PM Me and we can discuss how to communicate further from there.

Salary Cap Announcement:

I've decided to make a slight change to the free agency/draft proceedings in order to help out some of the teams which are currently struggling with finances. I'm going to allow teams to make draft picks without having them count against the salary cap, and during the third round of free agency, which takes place after the draft itself, teams will be able to make veteran minimum signings which will not count against the salary cap. Your team still needs to get under the salary cap. However, this will allow every team the opportunity to fill out their roster, while giving signing priority in the first two rounds of free agency to the teams with cap space.

I only factored in cap savings. Laurent Robinson signed a 5-year, 32.5 million dollar contract. So on average, that is $6.5 million. But I only calculated $2.6 million in savings.

Nope, I've already talked about restructures a few times. We're not going to do them because in a one-year mock like this without the deterrent of being financially squeezed in the following season(s), they basically amount to free money. I don't think any team is in serious danger of being unable to get under the cap, and there are already some generous rules in place to help in that regard (draft picks don't count against the cap, the third wave of free agency includes veteran minimum deals which don't count.)

Off the top of my head, Doug Free has $7 million in savings (of a cap charge over $11 million), I think Miles Austin saves like $6.7 million or so, Jay Ratliff saves $5 million...that's already about $18 million, and if I remember correctly Dallas is $19 million over the cap. Obviously the Cowboys probably won't be active in free agency after indulging over the past few seasons, but with the ability to replenish via the free draft picks and third-wave minimum deals, it's not like it will be impossible to get to 53 players.

I'm going to do one or the other on that, just because I don't like the idea of teams being able to eliminate the entire market for their player before making an offer. If you really want a player, you're going to have to either bid against other teams for them or pay them the franchise tag amount.

Ah, my bad. However, since we're using Rotoworld as the source for all cap savings, I'm willing to grant those savings if you'd like to cut any or all of the players I mentioned. I don't see anything about June 1st on their cap pages, and I've been giving everyone else the Rotoworld savings.

I'm letting teams cut those guys because they're almost universally practice squad or "tryout" guys with no guaranteed money, and because teams are having some trouble clearing up cap space. It's not like any of the guys signed in 2013 appear to be more than camp fodder or possibly practice squad players.

That's what I had in mind regarding free agents. It's tough because I don't want to field a bunch of complaints about how some people offered more money and didn't get a player. I guess I could choose where each free agent goes based on the offers, but that may be a little unfair.

Although I disagreed with a few of the moves BB made, I think that is a lot more fair. Money is a big determining factor for where FAs go, but it isn't the only factor.

The exact money with the highest bidder is going to cause a lot more issues than anything BB did. If someone offers a player a million more, even though it's a losing team and a terrible scheme fit, they'll get that player? You can't have blind one round biddings for a player and then have the highest bidder get the player, makes no sense at all.

My issue is, what if a player's team bids 5/45 for him, and another team bid 5/48. If I bid the 5/45, I would very likely match the 5/48 for the player, but I wouldn't have that option because there's no negotiation here, just a one time blind bid for a player where the only determination for a player is who bids the most. If there was some type of tiered system for the bidding, or open negotiations, I'd have no issue with money being the biggest factor (which it is, but not the only factor).

^ This. It's not the NBA. The highest bidder gets the player the majority of the time. Players aren't going to turn down more money because they don't fit into the scheme. Mario Williams is another example.

EDIT: Just saw DG's post. I agree with him on the blind bidding. Agents want the most money for their client. They aren't going to keep offers secret.

The problem with that is: would you rather take a three-year deal worth $8 million or a one-year deal worth $3 million? In that regard, the total value looks more important.

Stop using extremes as examples, I'm talking about less than a million a year difference in contracts when we're basically just using random numbers we come up with our heads as bidding.

I understand that, that is a larger difference. But 4 or 5 years isnt a big difference. I think there has to be some type of human element, although it may make some people angry it's the only way I really see the blind bidding thing work.

On another forum, I saw where someone places a value range based on a player "Player X wants between 6 and 7.5m a year" you could offer them a 10% decrease or 10% increase so basically that broadened it to 5.4 or 8.25. This at least gave some range and then a small committee (2 or 3) would research offers and make decisions on a criteria.

I know that's a lot more work, and I'm not suggesting we do that but just throwing it out there

I like the idea, but it has a significant disadvantage for me: time. That method will take a lot longer than the others, and I'm hoping to finish up everything before my schedule gets even more busy. Right now I'm teaching three classes, writing for NEPD, and taking a certification course, and I'll be starting another class and trying to find a job overseas pretty soon.

I think what we'll probably end up doing is making bids via email, and then if the contracts are close, I'll just make a decision on the player's behalf. If any team makes a significantly larger offer, I'll send the player over there.

The $1.3 million offer is the lowest amount. You can see the tender amounts in the free agency thread. Of course, you could always try to re-sign them in the free agent period.

2. Alright, I haven't looked, since I'm going to be sending offers of my own to a third-party before I start accepting other offers at noon.

FREE AGENCY RULES/OUTLINE:

Beginning at noon today, I will begin accepting first-wave free agent offers. I will continue accepting first-wave offers until Sunday at noon. All offers on opposing restricted free agents must be made during the first wave of free agency. Restricted free agents without tenders are considered unrestricted free agents beginning at noon. At the conclusion of the first wave, all restricted free agents with tenders will either re-sign with their team or sign elsewhere.

The minimum offer for free agents during this period is $1 million per season. So, one year, $1 million, two years, $2 million, etc. During the third wave of free agency, teams will be allowed to make one-year, veteran minimum offers to free agents which will not count against the salary cap.

Not all free agents which receive offers will sign during the first wave. For example, if Reggie Bush's only offer is for $1 million, he will remain in the pool for another wave.

I will be determining free agent destinations based primarily on financial considerations; however, if two contracts are similar, I will decide upon the signing team based on which offer I think the free agent would prefer, with a slight preference given to the player's previous team (if applicable.) For example, if Matt Hasselbeck receives a $2 million offer from Green Bay and a $1.5 million offer from Jacksonville, I'll probably assign him to the Jaguars, where he can compete for a starting job.

Explanations for why your team would like to sign a player are not required, but they could potentially help you sign a player in a close competition by helping me understand how a player may fit into your team.

I will allow offers with amounts to one decimal place. How much realism will be factored into the years of a contract? Knowing there's no harm in this offseason signing someone to a 8yr/40 deal when you really just want to give them a 4yr/20m deal, but knowing the total value of a contract is the deciding factor?

I just don't want to lose out on some 32 year old because someone gave him a 40m contract worth 5m a year and I was only going to give him a 18m over 3 years.

Will you factor in that most 32 year olds will likely only play until they are 35?
