I think it means the reputation didn't effect you. For example, if somebody with neg rep tries to rep you, nothing happens.

It means that person has either Bad rep, or No rep to give.

[duckseason]

It means the person who gave it to you doesn't have enough rep themselves to have an effect on others'. It could be positive or negative, but it doesn't count.
