When they say you have potential it means you haven't proven jack yet. In Cutlers case he actually did have some good years in Denver but the jury is still out on how much of the credit goes to him and to the rest of the offense.
What you are describing is an offense that would make any quarterback good. You can literally be quoted as saying they need to work magic for him to be productive. You're right: good OL + good receivers + good coaching = statistically good quarterback.
