Yeah I think I read that Cubans over a certain age aren't subject to the cap on international FA spending. Under the new rules Chapman would have been subject to the cap but Cespedes won't.

I like it because it prevents the Yankees and Red Sox from being bigger spenders too. Top prospects can't threaten not signing with teams as much as they used to. Gotta love that they have lost leverage in that regard.

It should really just bring spending down across the board on the draft. But MLB could lose a lot of two sport athletes. Under these new rules players like Austin Jackson and Bubba Sterling aren't playing professional baseball.
