Andrew Brandt tweeted the other day that Green Bay is in active negotiations and they hope to get a deal done with Finley before Free Agency begins, but if they can't, they're using the Franchise Tag on him.

So unless something really bad happens to Finley between now and then, that seems to be the answer.
