They just haven't done a particularly good job of highlighting new people, and the ones they have (Punk/Bryan) are currently feuding with each other. I would personally give Ziggler the push he deserves, but outside of that there aren't many guys who could legitimately be considered credible heels for Cena other than the Big Show. At least for now.

Gotta agree with what you said.
If you look at the past year or so, they've cut the legs out from underneath Punk, Bryan, Henry (when he got hurt, so just put this in the tragic situations, not booking), Christian (2 day loss was absolutely awful. Had they just rode him out as champ for a while they'd have made smackdown more watchable recently), Jericho (oh so many times), Ziggler (more missed opportunities to turn face or go on as a heel), and you could say Del Rio has been made look weak and uninteresting. All for what? They mortgaged the farm on Kane, Cena, Big Show, John Laurenitis, Rock, Sheamus, Tensai, and Santino.
Kane was supposed to be a huge deal when he returned with the mask. Instead, he was a broken nihilist who wanted Cena to embrace the hate, to which Cena just beat clean without developing a character.
Cena is Cena. That's it. They fear having him lose clean at a PPV. They fear having him lose, even though that's how you get him interesting. Kids want to root for Cena to overcome the guy who's beating him, not just saying mean things.
Big Show was just an awful turn, used to do what, really? He's just not interesting anymore, if he ever was. I don't like Show, but I never did so take this with a grain of salt.
Johnny Ace should have feuded with CM Punk when he became GM. Because he didn't, it devalued Punk and just furthered all this garbage. Him vs. Cena has no real reason.
The Rock came back for what, really? Admit it, he came back to sell Mania. That's it. At least he's over regardless.
Sheamus is a superhero, I guess. That's how they book him. Why watch Sheamus do the same 5 moves against a challenger? There is no character behind Sheamus besides "Champion". So, when he does drop it there is nothing to stay invested in.
Tensai was a flop. He was supposed to be great, but fell out sooo hard. I don't get why he failed, other than him having a **** character, no charisma, and being fast tracked besides every indicator saying it should be otherwise.
Santino should not be US champ. Ryder had momentum. He should be in feuds or something. Instead, we see Santino cobra people every week because Cobra is a euphemism for Vince's desires.
Spotlight Punk, Bryan, or literally anyone but Cena. He's not interesting, and they've killed the one thing that got me back into Pro Wrestling, and that is the Money In The Bank Ladder match. Any bets on what ends the card?
