That will certainly hurt the program a lot, but I agree, comparing it to USCs situation, their crimes far outweigh what happened in Southern Cal and the penalty should have been much greater than what USC got, not just additional years.

Really, there is nothing unprecendented about this. USC lost wins, lost 10-scholarships a year, and got a bowl ban. Maybe the fine is unprecendented, but other than that, this punishment is what is given to other teams, just a little more harsh.

I thought he explained it just fine. Scholarships reduced from 25 to 15 for four years, thus 40 lost scholarships (10 per year).
Edit: Okay, yeah, he didn't even mention the 10 extra they need to reduce.

According to Wikipedia, Paterno's new record is 298-247-3. I'm not sure if that's accurate or not.
If the vacated wins do go on his record as losses, future generations are going to look at that and see the losingest coach in NCAA history.

I believe in the past, as with USC and others, the Ws get taken off but aren't added as Ls to the school or coach. Additionally, I don't think the losses on opponent's records resulting from those wins are taken off (I could be wrong). So, Iowa last year is still 7-6, not 7-5 by taking away the PSU loss.
And as others have said, this is probably going to hurt them a good deal, but nothing really unprecedented. I actually think it's a pretty reasonably punishment. It's hilarious to see the outrage over this, especially taking away Paterno's wins. A lot of people are sooooooo pissed about that.

That's how I would expect it to work. Wikipedia has already been changed. They aren't very reliable for short-term information, lol.
Vacating the wins detracts from Paterno's legacy and, in some small way, "punishes the people who were there at the time." That's what people supposedly wanted.
The $60 Million fine averages out to about $1300 per student at Penn State. If it doesn't have to come directly out of the football program, then I'd bet anything that they pass the fine along to the students (probably over several years) in the form of tuition increases.

Official and unofficial visit rules will be loosened. Any incoming or currently enrolled football student-athletes interested in taking an official or unofficial visit will be permitted to do so during the 2012-13 academic year, no matter how many visits they took during their recruitment. Institutions seeking to provide an official visit to a student who already visited the school as many times as NCAA legislation allows can seek relief from the NCAA on a case-by-case basis.
Additionally, the NCAA is considering waiving scholarship limits for programs to which these football student-athletes transfer, provided they reduce proportionately in the next year. For example, the limit is 25 new scholarships per year to a total of 85 scholarships. If the limits are waived in 2012-13 to accommodate one Penn State student-athlete who wishes to transfer to a particular school already at the limits, in 2013-14 the school will be limited to 24 new scholarships and 84 total scholarships.
