Roethlisberger is one of the few, maybe only QB, I've ever seen play behind a terrible offensive line in a system that allows him to hold onto the ball longer than normal, and still be elite. He is in a different class. He might be better suited to have a weaker pass protecting offensive line. It helps him break down a defense on busted plays when he escapes the pocket.
Rivers is a pocket passer. He's very immobile. He needs protection, especially in a system that requires a lomg time for routes to develop. Rivers was an elite player when he had the complete team around him. Whether it be early in his career when he had a rushing attack to set up play action or as his career progressed into a more passing threat. The play action plays were setting up long vertical patterns and took pressure off of him. It was effective because Tomlinson was so good ad defenses tried to stack the box. That was a very complete offense. His numbers weren't as gaudy, but the team was, offensively, at it's best due to the tremendous balance.
As he started getting better as a passer, his receiving talent also improved, but the rushing attack started declinging. Vincent Jackson was an absolute monster that opened up the field as much as Randy Moss once did. It created huge voids and space in the defense for Gates to work intermediate patterns. Jackson's intermediate route running development has taken longer than normal to improve because he ran so many vertical patters in SD. He was the best at it. And often times he was nothing more than a decoy. Then Sproles out of the backfield was utterly devastating. Those three weapons and that combination coupled with Rivers was about as perfect as you could get. Sproles, Gates and Jackson were a pretty incredible grouping of talent. Jackson was just beginning to peak before his falling out with the front office.
Now all that talent is gone. Gates is the only thing left and he's a complete shell of himself. The offensive line has two tackles that struggle in pass protection, and protecting the QB the deeper the drops into the pocket are. It's been almost comical watching Turner continuously call for long developing pass patterns when he doesn't have the tackles to hold the blocks. Then Rivers is throwing into tighter widows deep down field to WRs who don't separate or play the ball like he was used to. Couple that with a weak rushing attack that allows more defensive backs to sit back and play the pass... The opportunities just aren't there anymore.
I'm not making excuses for Rivers. He's played poorly himself and he hasn't made adjustments, but neither has the coaching staff. They no longer have the personnel to execute the offense they did three to five years ago. They went from an immensely talented team to a team almost completely void of talent.

Wow there is some **** QBs after this. I'm not even listing anymore. Alex Smith is going to be sought after. These remaining QBs suck. Minnesota might want to call the 49ers ASAP. Looks like they need a veteran QB on that team.
