Anyway, I think Unitas, Marino, Montana, Favre/Elway (can't really decide there) would make a nice group.

Well in the spirit of Mount Rushmore it wouldn't necessarily be the four best, but the four most famous. It also would not include any living quarterbacks, as all four presidents were dead at the time of its completion.
Therefore, I'd go with
1) Johnny Unitas
2) Otto Graham
3) Sid Luckman
4) Y.A Tittle (he's actually alive, but he's over 80 so I'll give him the nod)

I'm not sure I could put Elway in the same category as the other 3. He was great in the regular season but couldn't win in the Super Bowl to save his life until his last 2 seasons. (it would be tantamount to putting Manning on there right now) I like bf_51's suggestion of Y.A. Tittle to replace him.
