I don't think he really regressed (that was the word you were looking for, yes?) so much as defensive coordinators started specifically designing stuff to take advantage of his weaknesses.
I'm gonna stay away from the Stafford comparison for now. I think Stafford put more zip on the ball on intermediate throws, but what mostly defined him as a prospect to me was the way he stood in the pocket and took shots while still delivering really well thrown balls. Whether Barkley has that toughness or not remains to be seen.
So, let's ignore comparisons for a second. He obviously has the arm and has good down-field accuracy. I see pretty good pocket awareness, naturally good mechanics. He has good mobility and isn't afraid to fire a throw that puts faith in his receiver's ability to snag it (granted, he had and will continue to have some pretty damn great wide receivers).
So yeah, the talent is there. The complete game isn't, but no one expects it to be after a true freshman year. If we're talking about projecting him as a #1 pick though, remember that if Andrew Luck decides to be a 4-year starter at Stanford he'd be in the 2012 draft too. If you were to ask me who I'd feel more comfortable projecting that elite status to, I'd side with Luck.
