It's been said that the NFL salary cap is not as rigid as people make it out to be.
I forgot where I heard it but someone said the cap doesn't stop anyone from making a move. If you want to make a move you can always find a way to make it.
Now I'm sure for teams like the Jets this year that's not possible. But it makes sense for teams like the Broncos and 49ers right now.
EDIT: and the Eagles two years ago.

Percy Harvin will make $14.5M this year.
Wes Welker will make $12M over 2 years.

If Bell plays like he did last year that's a pretty good secondary.
But Sidney Rice will dominate Powers after they put P2 on Harvin.
But you can stop the Niners please.

Cutting D.J. Williams and Caleb Hanie gave us another 5+ million in cap room. I'm pretty sure Denver had ~ 9 million going into the off-season even with Clady tagged based on what I have from Spotrac. Cap is at what 124 million? That had 111 used up when the period started.
Stewart Bradley signed and that means Joe Mays is probably done and that saves us another couple million. I'm betting that Chris Kuper is cut sometime soon with signing Vasquez or at least his salary will be reduced. Three bad injuries in two years getting a large contract. Cutting him saves ~ 3 million as well.
We are going to dominate.
I bet we sign 2 more good players.

Yeah... I'd be very terrified of facing Denver in the regular season this year. Luckily I can look forward to Wes and Peyton dropping/throwing a game in the playoffs.
