Shouldn't Colts and Rams be alternating the 1st and 2nd pick in each round?

Honestly the trade is #21 and a fifth for #31 and #95. What I lose in trade value chart points I gain in the fact that there is nobody available that I want to pick and no other trade options available. I consider the trade finalized. Is there any reason that wouldn't go through?
