The Cardinals (8-8 last season) seem like an obvious choice. Other than them, I'll guess the Raiders.

The Cardinals defense is pretty underrated and they reeled off a bunch of wins to end last season. I don't particularly like any of their QBs, Kolb least of all, but whoever they have starting should be able to wing it well enough with Fitzgerald and Floyd as targets to keep them out of the top 5.

In todays NFL, it seems like you have to go 4-12 or worse in order to land a top-5 pick. I don't really expect a 4-5 win swing from teams like the Bengals, Raiders, or Cardinals. They could easily be in the top-10, but top-5 might be pushing it.
The Cowboys only went 8-8 even though Romo had (arguably) his best season. If he regresses, then I guess maybe the Cowboys could be in for a tough season. I'm not really sold on all of the "talent" that they have, and their ability to come together as a winning culture.

For an 8 win or better team to fall to 4-12 or worse, there needs to be soe sort of implosion. It could be the QB getting hurt with no backup, a team turning on their coach, the defense collapsing due to age and inattention, etc.
Something has to go very wrong, but usually there is a depth problem that went unnoticed while the team was healthy. Looking back, we see the veterans playing a lot of snaps. Then one goes down and there is no one to step up, so others get overworked. Then it all crashes.
The team that looks most like that to me is NYJets.

Cincy's going to have a tougher schedule this season, no? Combined with their division, and what happened last time they had a good season, and consequently received a tougher schedule...
Kind of all depends on whether Andy Dalton proves he's for real. They didn't get the running back they needed, so there's no one there to carry them if the Dalton-Green connection stops working.
