Its obvious that Isa's body was strategically protected from the predator drone by being trapped underneath concrete. That is why his body isn't completely mangled when they're wrapping it up (I have no idea what this Islamic death ritual is called so thats what I'm calling it). Obviously this means that Chris is actually Isa and was smuggled into America before the start of the series, we just haven't learned about it yet. The real Chris is actually Finn and only hit that pedestrian because he is actually only an 11 year old who was driving a BMW. This is all an elaborate scheme by the Republican Party in the show to promote incestual relationships between Finn (actually Chris) and Dana.
