So now a defender can never touch a player until he has caught the ball, and had 2 seconds to scan the field for the nearest defender, at that point the defender must stop, do 5 squatthrusts and at that moment they then can attempt to make the tackle as long as they hop on 1 foot and can not use their arms.

That should make it fair.

You have to break down and tackle with your head up, and hit the receiver in the torso and not the head. The rule is awful, but that is the rule and has been for 2 years now.
